Bakari Atiba | Community Leadership Specialist
He/Him
Bakari Atiba is the Community Leadership Coordinator for CCCC. Bakari has extensive experience as an organizer and outreach-specialist within Baltimore City. Also, he has over 17 years of experience in Personal Development Coaching and Outreach within the Maryland Prison System. Bakari holds an A.A. Degree from Anne Arundel Community College (concentration in Applied Sociology) and has utilized his knowledge working as a Community Peer Advocate for Morgan State University's "C.A.R.E.S" program. Bakari is dedicated to contributing to the work being done to foster both grassroots and systemic transformation in the scope of harm reduction in Baltimore City.
Kinney Bowles | Harm Reduction Specialist

Kinney was born and raised in East Baltimore, one block away from the Charm City Care Connection drop-in center. He has always valued the importance of friendship and connection. Having spent his life in east Baltimore, he enjoys going on outreach and helping the people he grew up with. It feels good to help someone that needs the services that CCCC can provide. In his free time, he loves to be with his family.
Jasmine Brunson | Harm Reduction Specialist
He/Him
Jasmine Brunson, AKA J, was born and raised in many public housing projects in West Baltimore; from Lexington Terrace to Gilmore Holmes. He’s always been a good person, even as a kid, always getting straight A’s. He attended Lexington Terrace Elementary and Francis Scott Key Middle School. He always got along with everyone because he moved around a lot and went to schools that people in his neighborhood didn’t. Moving around a lot gave him the passion for helping others, because he saw that people all over had the same issues as his family did. Now he tries to help others as much as he can, because it takes a lot from everyone to save this world.
Latisha Coates-Young | Director of Operations
She/Her
Latisha is a results-driven professional with over 10 years of progressive experience optimizing the general and program operations for diverse non-profit organizations. In her previous role with Baltimore Homecoming, she served as the Assistant Director where she was responsible for revitalizing core community programs, collaborating with the Executive Director and Founders to discuss current and new initiatives with a focus on driving operational productivity and overseeing the annual operations and program budget.
Latisha’s career has been dedicated to being a servant, her role has allowed her to support various communities in Baltimore City and provide access to resources to the individuals that need it most. Latisha holds a Master’s degree in business administration and bachelors degree in liberal studies. She currently serves on a selection of boards and committees of Baltimore organizations supporting and serving the underserved.
Raichelle Johnson | Manager of Harm Reduction Services
She/Her
Raichelle Johnson, aka Ro was born and raised in East Baltimore. Ro always was a helper so it was only fitting for her to become an outreach worker for Bmore POWER in 2017. With Bmore POWER, Ro was able to do what she does best: connect with individuals on outreach and represent these same individuals in meetings, committees and at events across Baltimore. She is passionate about harm reduction education, baking and her collection of dolls, made by her daughter. Since her first day of doing outreach, she was hooked on helping people. Nowadays, you can find her doing outreach all over Baltimore and volunteering for other causes, always advocating for our most marginalized communities.
Anne Langley | Executive Director
She/Her
Anne joined the board of Charm City Care Connection in 2016 and assumed the role of president in July of 2021. Recently Anne served as the Director of the Center for Population Health Initiatives at the Maryland Department of Health, and for six months worked to ensure COVID vaccine access for vulnerable populations. Prior to joining MDH, Anne served as Senior Director of Health Planning and Community Engagement at Johns Hopkins Medicine. In that role, in 2009, Anne developed and launched The Access Partnership (“TAP”), a program to improve access to health care for uninsured and underinsured residents of East Baltimore. She served as liaison to the community partners for the Johns Hopkins Community Health Partnership and as interim director of the Community Health Partnership of Baltimore, both large grant-funded population health improvement programs. Anne received an MPH at the Johns Hopkins Bloomberg School of Public Health and a law degree from the University Of Maryland School Of Law.
Maravia Marshall | Operations Manager
She/Her
Maravia was born and raised in West Baltimore. She graduated from Towson University with a Bachelors in Women & Gender Studies-Health & Sexuality. She is very passionate about teaching safe sex, and healing sexual traumas on a generational and and individual level. She still considers herself to be an enthusiastic student in life, in Sex Education, and in Harm Reduction. Maravia has witnessed first hand the negative impact drugs can have on people. This reality inspired her desire to join CCCC; since then, in such a short period of time she has also learned what a positive impact Harm Reduction can have on people. She enjoys listening to all types of music, attending concerts, karaoke, and creating jewelry that promotes healing and self-love.
Bernardo “Sos” Perdomo Jr | Supportive Services Coordinator

My name is Bernardo Perdomo Jr. Originally, my family is from New York. My father was in the Army, so we traveled a lot. I lived in the Baltimore Metropolitan area for the last 30 years. I attended Anne Arundel Community College, where I studied Sociology and Psychology. I spent the last several years helping individuals afflicted with addictions, teaching the importance of good health; mentally, emotionally, and physically. I am very compassionate, caring, and energetic. I’m also very passionate about giving back and helping uplift the community.
Curtis A Warren | Manager of Supportive Services

Curtis A. Warren, also known as Brother Curtis, is an experienced Case Manager and Supervisor with a passion for self-discovery, transformation, and personal growth. He obtained his education in Psychology, Sociology, and Criminology from Bowie State University and went on to earn a Master of Science in Addictions and Mental Health Counseling from Coppin State University.
Brother Curtis is highly skilled and certified in various areas, including being a facilitator of the Alternative to Violence Program (AVP) and a Certified Abuse Intervention specialist. He is also a Co-Founder of the Brothers Helping Brothers Men's wellness support group, where he provides valuable support and guidance to men in need.
With his extensive knowledge and experience, Brother Curtis is committed to making a positive impact on individuals' lives, helping them navigate through challenges and achieve personal growth and well-being. He is both a Certificated Peer Recovery Specialist and Peer Recovery Supervisor.
Karla Yaroshevich | RPS, CPRS- Outreach Manager
Karla was introduced to harm reduction while working at the Cecil County Health Department and fell in love with it when she attended the Drug Policy Reform Conference held in St. Louis in 2019. From that point on she knew that she wanted to get more involved. Her favorite part is working directly with clients out in the community, providing harm reduction and peer recovery services. She believes that spreading love and positivity can change the world. In her free time she enjoys spending time with loved ones and taking trips to explore new places.
